Israel will be holding its parliamentary elections on February 10th 2009. This is a good time to understand the democratic method of electing the Knesset (כְּנֶסֶת) – the national legislature of the State of Israel.
The Knesset has 120 members representing various parties (מִפְלָגָה, miflaga), elected for four-year terms. Elections may be held earlier than at the end of a term if the Knesset or the Prime Minister chooses to do so. The elections in Israel are general, national, direct, equal, confidential, and proportional (you may further read about these methods in this newsletter).
After the election results are published, the President (נָשִׂיא, nasi) of the state consults with representatives of the parties and assigns the role of forming the government
(מֶמְשָׁלָה, memshala), the executive authority of the state, to the leader of the party with the largest Knesset representation. Since a government requires the Knesset's confidence to function, it must have a supporting coalition (קוֹאָלִיצְיָה, ko'alitsya) of parties of at least 61 of the 120 Knesset members (חַבְרֵי כְּנֶסֶת, Member of Knesset). The parties that don't form the government make up the opposition (אוֹפּוֹזִיצְיָה, opozitsya).
Once a government has been formed, the designated prime minister (רֹאשׁ מֶמְשָׁלָה, rosh memshala) presents the proposed government body to the Knesset for its vote of confidence by a majority of 61 Knesset members. Once approved, the ministers thereupon assume their respective offices.

The Election Method in Israel
בְּחִירוֹת כְּלָלִיּוֹת
Transliteration: bxirot klaliyot
Translation: General Elections
Meaning: Every citizen age 18 or older has the right to vote, and every citizen above the age of 21 has the right to be elected, including men and women from all ethnic groups, religious beliefs, educational and financial background.


בְּחִירוֹת אַרְצִיּוֹת
Transliteration: bxirot 'artsiyot
Translation: National Elections
Meaning: The entire country constitutes a single electoral constituency. The elections take place on a specific day throughout the country.


בְּחִירוֹת יְשִׁירוֹת
Transliteration: bxirot yeshirot
Translation: Direct Elections
Meaning: The Knesset is elected directly by the voters, not through a body of electors.


בְּחִירוֹת שָׁווֹת
Transliteration: bxirot shavot
Translation: Equal Elections
Meaning: All votes cast are equal in weight.


בְּחִירוֹת חֲשָׁאִיּוֹת
Transliteration: bxirot xasha'iyot
Translation: Confidential Elections
Meaning: Elections are carried out by a secret ballot. Every voter enters a voting booth alone. Inside the booth is a tray of ballot notes representing each of the parties. The voter chooses the relevant note, inserts it into a special envelope, seals it, and then drops the envelope into the ballot box (קַלְּפִי, kalfi).


בְּחִירוֹת יַחֲסִיּוֹת
Transliteration: bxirot yaxasiyot
Translation: Proportional Elections
Meaning: The 120 Knesset seats are assigned in proportion to each party's percentage of the total national vote: if 20% of the voters voted for Party X, 20% of the 120 Knesset seats will be assigned to that party. However, there is an electoral threshold (אֲחוּז חֲסִימָה) of 1.5%, meaning that if a party receives less than 1.5% of the votes, it will not be represented in the Knesset.
